June 1, 2025 – A successful academic seminar was held in Guangzhou, Guangdong Province, focusing on prosperity, security and human rights protection in the new era, while commemorating the 35th anniversary of the promulgation of the Basic Law of the Hong Kong Special Administrative Region and the 32nd anniversary of the Basic Law of the Macao Special Administrative Region.Co-hosted by the National Security Research Center of Guangdong University of Technology (GDUT), GDUT’s Research Center for Human Rights and the Rule of Law, the Institute of Human Rights at China University of Political Science and Law (CUPL), CUPL’s Hong Kong, Macao and Taiwan Education Center, and the Macao Innovation and Development Think Tank, the event was organized by GDUT’s Law School. Over 80 experts and scholars from renowned universities and research institutions in mainland China, Hong Kong and Macao gathered to conduct in-depth discussions on key topics including national security under the rule of law, human rights protection practices, and regional collaborative governance in the Guangdong-Hong Kong-Macao Greater Bay Area.
At the opening ceremony, speeches were delivered by Chen Zhuowu (Deputy Party Secretary of GDUT and Dean of the Institute of Global Governance and Area Studies), Hu Yuhong (Distinguished Professor appointed by the Ministry of Education and Dean of the Institute of Human Rights at East China University of Political Science and Law), Wang Yu (Member of the Macao Basic Law Committee of the Standing Committee of the National People's Congress and President of the Macao Innovation and Development Think Tank), Zhang Wei (Director of CUPL’s Hong Kong, Macao and Taiwan Education Center), and Zhao Yun (Vice Dean of the Faculty of Law, The University of Hong Kong). The Unveiling Ceremony of the National Security Research Center of Guangdong University of Technology
Following the opening, Tang Yongsheng, Professor at the National Security College of the National Defense University, delivered a keynote speech titled "Resolutely Safeguarding National Security in a Turbulent World", hosted by Chen Youwu, Dean of GDUT’s Law School and Executive Director of GDUT’s National Security Research Center.

The seminar then proceeded with two parallel sessions. Session One focused on "national security under the rule of law and human rights protection" and "national security legislation and rights practices", while Session Two centered on "security governance and legal innovation" and "regional collaboration and legal development". Experts explored specific issues such as national security legislation, the relationship between national security and human rights protection, the practice of "One Country, Two Systems", and collaborative governance in the Greater Bay Area.
The closing ceremony was hosted by Li Zhiming, Vice Dean of GDUT’s Law School. Wang Hua (Director of the International Exchange Department and the Teaching and Research Section of International and Hong Kong-Macao-Taiwan Law at GDUT’s Law School) and Zhou Lulu (Secretary of the Party Branch and Vice Dean of the Institute of Human Rights at Guangzhou University) summarized the outcomes of the two parallel sessions respectively. In the final academic summary, Li Shuzhong, Secretary-General of the Teaching Steering Committee for Law Disciplines of the Ministry of Education and Qian Duansheng Chair Professor at CUPL, highly affirmed the seminar’s academic and practical value.
